Semantics of the internet: a political history

The history of the Internet has been narrated many times. However, political histories of the Internet with a non-US-centric focus are still an uncharted research area. This paper contributes to closing that research gap. It reconstructs the Internet’s history in Germany through the lens of semantic changes in press coverage on politics. In our investigation, we sought to analyse semantic change as a political history by drawing on insights concerning the relationship between semantic change and political conflict from the perspective of discourse theory and theoretical reflections on politicisation. The study follows our intuition that semantic struggles of the past leave traces in word contexts. Conversely, it uncovers semantic change by following the traces of semantic struggles in these contexts. In line with this rationale, we conducted a ‘blended reading’ of word contexts that relied on a quantitatively assisted qualitative text analysis. The study finds that the Internet has long been understood predominantly as a tool for politics in the political public. In the late 2000s, its perception as a highly politicised object of governance also became dominant. While the Internet was always associated with a medium and a public sphere, its characterisation changed from ‘web 1.0’ to a ‘web of corporations’

Analysing internet policy as a field of struggle

This essay proposes an analytical approach that conceptualises internet policy as a field of struggle which emerges through processes of discursive institutionalisation. By combining field theory and selected Science and Technology Studies (STS) concepts, the essay highlights the performative function of discourses in the field. It does so by showing how actors entered the policy field through the creation of expertise and regulatory competences and uncovers key conflicts that have shaped internet policy. Drawing on interviews and document analysis, the essay illustrates the proposed research approach via three selected examples which demonstrate how international discourses materialised in internet-related organisational structures and regulatory competences in German ministries

Auf den Spuren eines Politikfeldes: Die Institutionalisierung von Internetpolitik in der Ministerialverwaltung

Neue Politikfelder entstehen auch in alten Institutionen. Der Beitrag zeichnet am Beispiel der Internetpolitik in Deutschland die Institutionalisierung eines Politikfeldes nach. Auf der Grundlage einer Kombination von soziologischer Feldtheorie und diskursivem Institutionalismus und gestützt auf Organigramm-Historien, Interviews mit Ministerialbeamten und Behördenpublikationen nimmt er die Entstehung von internetpolitischen Abteilungen in zwei Ministerien in den Blick: dem Wirtschaftsministerium und dem Innenministerium. Der Aufbau von Abteilungen für Internetpolitik ist zugleich eine Form von Diskursinstitutionalisierung und eine Positionierung der Ministerien im Politikfeld, die sich um die Etablierung und Auslegung neuer gemeinwohlrelevanter Schutzgüter dreht. Neben der Wirtschaft und der nationalen Sicherheit tritt nun auch das Internet als Schutzgut hervor, das von den Ministerien im Kontext der bereits bestehenden Schutzgüter semantisch unterschiedlich, jedoch aufbauorganisatorisch ähnlich ausgelegt und als partiell autonomes Politikfeld institutionalisiert wird.New policy fields emerge within old institutions, too. The article shows how this happens by retracing the institutionalization of Internet policy in Germany. It analyzes organizational charts, administrative publications, and biographical interviews with ministerial staff in two ministries - the Ministry of Economy and the Ministry of the Interior - through the lenses of field theory and discursive institutionalism. From this perspective, the formation of new organizational units is to be understood both as an institutionalization of discourse and as a result of ministries strategically positioning themselves in policy fields. At the center of this process is the question what qualifies as a common good that must be protected in the public interest and how. Besides the economy and national security, the Internet emerges as a good to be protected, which, though being interpreted differently by the respective ministries, is institutionalized in similar organizational structures. From the information society to digital policy: discourses on digitalisation and intraministerial change

Die kumulative Dissertation befasst mit dem Verhältnis zwischen Regierungsorganisation und sozio-technischem Wandel und verbindet auf diese Weise die Policy- und Verwaltungsforschung mit der politikwissenschaftlichen Digitalisierungsforschung. Im Zentrum der Untersuchung steht der binnenstrukturelle Wandel in Bundesministerien unter dem Eindruck von Diskursen der Digitalisierung. Aufbauend auf Konzepten der Diskurstheorie in der Policy-Forschung und des Neoinstitutionalismus sowie der soziologischen Feldtheorie entwickelt die Arbeit eine theoretisch-konzeptuelle Perspektive auf Digitalisierung, Diskurs, Institution, Politikfeld und intraministeriellem Wandel sowie den Bezügen zwischen diesen Begriffen. Auf diese Weise wird eine Sicht auf politikfeld-spezifischen Wandel in Bundesministerien entfaltet, die diesen Wandel als eine Übersetzung von Diskursen der Digitalisierung in administrativ-institutionelle Strukturen verständlich macht. In den Einzelbeiträgen der Dissertation sind sowohl öffentliche Diskurse und semantischer Wandel in der Medienöffentlichkeit Gegenstand der empirischen Analyse als auch die Veränderungen der ministeriellen Aufbauorganisation und die Perspektive von Ministerialbeamten auf diese Veränderungen. Hierfür wurden sowohl Text-Mining-Verfahren und eine quantitative Analyse der Veränderungen ministerieller Aufbauorganisation durchgeführt als auch eine qualitativ-interpretative Analyse zweier Bundesministerien, die narrative Interviews, Organigramme sowie Medien- und Behördenpublikationen zyklisch aufeinander bezieht. Die Dissertation trägt zur Entwicklung einer relationalen, diskursiv-institutionellen Perspektive auf intraministeriellen Wandel bei und zeigt methodische Wege für eine integrierte Diskurs- und Organisationsanalyse auf. Indem die Arbeit historische Entwicklungsphasen nachzeichnet, leistet sie einen empirischen Beitrag zu einer politischen Geschichte der Digitalisierung aus administrativer und diskursiver Sicht

New aspects in digital breast assessment: further refinement of a method for automated digital anthropometry

Purpose In this trial, we used a previously developed prototype software to assess aesthetic results after reconstructive surgery for congenital breast asymmetry using automated anthropometry. To prove the consensus between the manual and automatic digital measurements, we evaluated the software by comparing the manual and automatic measurements of 46 breasts. Methods Twenty-three patients who underwent reconstructive surgery for congenital breast asymmetry at our institution were examined and underwent 3D surface imaging. Per patient, 14 manual and 14 computer-based anthropometric measurements were obtained according to a standardized protocol. Manual and automatic measurements, as well as the previously proposed Symmetry Index (SI), were compared. Results The Wilcoxon signed-rank test revealed no significant differences in six of the seven measurements between the automatic and manual assessments. The SI showed robust agreement between the automatic and manual methods. Conclusion The present trial validates our method for digital anthropometry. Despite the discrepancy in one measurement, all remaining measurements, including the SI, showed high agreement between the manual and automatic methods. The proposed data bring us one step closer to the long-term goal of establishing robust instruments to evaluate the results of breast surgery
